Harriet Hall, Ph.D.
Dr. Harriet Hall is respected nationally as an innovative leader in the field of behavioral healthcare. As President and Chief Executive Officer of Jefferson Center for Mental Health, one of Colorado’s largest community mental health centers, she has played a strategic role in the state’s transition to managed care. Through her membership on numerous state committees, Dr. Hall has been instrumental in improving the service delivery of mental health care in Colorado. She is a past-president of the Colorado Behavioral Health Care Council (formerly the Centers and Clinics Association) and has served on and chaired many of the Councils committees. She serves or has served on the Colorado Commission on the Management of Children’s Services; Child Welfare Service Systems Requirements and Intersystem Communication Committee; Colorado Care Benefits Committee; Mental Health Coalition; Colorado Children’s Task Force; Educare; Board of Directors of Consortium on School Medicaid and the State Mental Health Planning and Advisory Council.

Well known for her future oriented vision and planning, Dr. Hall is a popular presenter nationally on managed care. She has served on the Mental Health Corporations of America’s (MHCA) board of directors since 1991 and was the first chair of the organization’s Futures Committee. Dr. Hall is currently Vice-Chair of MHCA and is a member of the Finance, Executive and Strategic Planning committees. She has served on the board of the Mental Health Risk Retention Group (MHRRG) since 1987.

Active in the local community’s strategic planning efforts, Dr. Hall is vice-chair of the Jefferson County Community Corrections Board; was the first chair of the Jefferson County Master Planning Leadership Group; serves as a member of the Criminal justice Strategic Planning Committee and the Triad (three county) Human Services Planning Executive Committee.

Under Dr. Hall’s leadership, Jefferson Center has created a variety of subsidiaries, and participates in a variety of strategic partnerships and alliances, including: Jefferson Hills, a youth psychiatric residential hospital; InNET, a behavioral health managed care MSO (Management Services Organization); Tri-Center Computer, a software organization and the Foothills Foundation for Mental Health, a recently formed mental health foundation. Since 1995 Jefferson Center has successfully managed the at-risk contract for the Medicaid population living in the urban and rural areas west of metro Denver.

Dr. Hall received her Ph.D. from the University of Wisconsin at Madison and is a licensed psychologist in the state of Colorado. She is an avid (and talented) gardener, has a warm sense of humor and has been known to hold her own on bike tours!
